The Flame Protector is the Powerful default look for the Countess. The "costume" is available to use as soon as you've unlocked the hero.

What this contains
The Flame Protector contains 9 accessories - Head, Torso and Legs sections each has two changeable pieces while Cape section has three changeable pieces. All accessory pieces are available to use without needing to unlock them. The garb also provides the default Countess card art for your hero deck.
The Flame Protector does not affect any actual weapon cosmetic as equipping any sword or shield will always override the Countess's default weapon look. Fortunately, both Flame Wardens Sword and Flame Wardens Shield does drop as actual weapon items (which is quite uncommon as most heroes' default weapon look are only tied to the heroes themselves), making it possible to eventually have the Countess in her complete default look as you progress through the game.
(Both the garb and weapon are two separate things but together they make the default look.)

Notes & Trivia
- The Bladed Plate torso piece's flavor text appears to be bugged as it repeats the text from Flame Guardian's Skirt leg-piece. Until this gets fixed, we may never know what the flavor text actually says.
- Based on the concept art, a Countess-styled tower skin set for the Squire's defenses has been concepted similar to how the Initiate and Adept has their own tower skin set for the Monk and Apprentice respectively. This was probably made during a time when gender-swap heroes in DD2 only has 3 new abilities/towers in their kit.
